Addressing bilingual and specialized student needs through teletherapy

Lincoln Intermediate Unit 12 (LIU 12) serves a vast network of school districts, private schools, and charter schools across three Pennsylvania counties. As a regional education service agency, their mission is to help every student realize their greatest potential through innovative solutions.

To support their diverse student population, including a rapidly growing number of bilingual families, LIU 12 partnered with Presence to build a flexible, multi-service clinical program.

Services delivered

“Special education-related services can be challenging to staff for a lot of school entities, not just in Pennsylvania, but across the nation. We appreciate all the work that Presence does to provide continuous services for the students that we support within our footprint.”
M. Christopher Marchese, Ed.D.,
Executive Director, Lincoln IU 12

Challenges

Growing demand for bilingual and mental health support

LIU 12 supports a complex network of learning environments, from specialized centers to non-public schools. With an influx of Spanish-speaking students in the region, providing consistent bilingual support became a top priority for the district. Additionally, LIU 12 needed expert guidance to help support their mental health program and their Multi-Tiered System of Supports (MTSS) across multiple learning centers

  • Increasing demand for specialized bilingual speech-language therapy
  • Geography-based challenges in reaching non-public and charter sites
  • Need for consistent MTSS structures across multiple learning centers

Solutions

Adaptable teletherapy services that support students with a wide range of needs

LIU 12 first partnered with Presence in 2023 for mental health support. As needs grew, LIU 12 worked with Presence to include speech-language therapy, early intervention, behavioral health, and specialized assessments. By integrating Presence providers into their internal teams, LIU 12 bridged the gap for bilingual families and updated their MTSS framework. Together, we customized services to ensure every student received the exact support they needed to succeed.

  • Secured bilingual SLPs to support growing ESL populations in early intervention
  • Collaborated to refine their MTSS framework
  • Customized service models tailored for preschool and non-public school settings

Key results

Delivering equitable, specialized support across a diverse regional network

For LIU 12, teletherapy is more than a backup plan, it’s a tool for equity. By integrating remote providers into their daily workflow, the educational service agency has ensured that students have access to specialized care in their native language. This student-centered model shows how regional agencies can successfully provide consistent services across even the most diverse communities.
